Thomas Frame, Owner
Tom Frame founded R.L. Thomas Insurance in 1975, an independent agency serving clients in Southern California. As the business grew and clients’ needs expanded, Tom developed relationships with additional insurance carriers to provide broader coverage options and better solutions. Working with many of the industry’s most respected insurance companies, R.L. Thomas Insurance helps clients navigate today’s changing insurance market while providing personal insurance for automobiles and homes.
In addition, the agency offers personal umbrella coverage designed to help protect a client’s net worth, as well as earthquake insurance for homes when appropriate. We take pride in the many clients who have remained with our agency for years. As risks evolve—including increased liability exposures and earthquake concerns—we counsel our clients on ways to help protect their overall financial security. Through trusted professional relationships, we can also refer clients for commercial insurance, as well as health and life coverage when those needs arise.
Taylor Frame, Operations Manager
Taylor has over 20 years of experience in the insurance industry and serves as the firm’s Operations Manager. In her role, she oversees the day-to-day operations of the agency, manages client relationships, and helps ensure everything runs smoothly and efficiently. Taylor takes pride in making sure clients receive attentive, reliable service and that their needs are always a top priority.
Outside of work, Taylor enjoys coaching her daughters’ softball teams, spending time with her family, maintaining an active lifestyle, and traveling to new and exciting places.
Kevin Frame, CIC, Sales Manager
With over 16 years of experience in the industry, Kevin is a dedicated insurance professional known for helping individuals and families protect what matters most. Throughout his career, he has built a reputation for combining industry expertise with a client-first approach, ensuring every policy recommendation aligns with each client’s unique goals and financial needs.
Kevin truly believes in the importance of building long-term client relationships and delivering tailored insurance solutions. His deep understanding of the market and commitment to service has helped countless clients gain confidence in their coverage and financial security.
Outside of work, Kevin enjoys spending time with his family and staying active in the community. A lifelong sports enthusiast, he loves watching and playing a variety of sports, and especially enjoys coaching his kids’ baseball and basketball teams. When he’s not on the field or at a game, Kevin enjoys hiking, exploring the outdoors, and taking advantage of the many activities that allow him to stay active and spend quality time with family and friends.
Bret Temple, Insurance Advisor
Bret Temple is a trusted insurance advisor with over 29 years of financial experience, specializing in sophisticated risk management for discerning individuals and business owners. His background includes a 2 year internship at Merril Lynch, 12 years as an owner in a real estate finance company, followed by 17 years in the insurance industry; advising clients on complex personal and commercial exposures. Known for his discreet, consultative approach and exceptional client service, Bret delivers tailored home, auto,
property, and business insurance solutions designed to protect substantial assets with
confidence and precision.
In his spare time, Bret Oiciates High School Basketball, plays tennis and enjoys spending
time with his wife, two kids and 2 grandchildren

of bookkeeping experience. I am known for my strong attention to detail and friendly, customer-focused approach, and I enjoy helping clients understand their billing while building positive, long-term
